As a comprehensive life-cycle analysis is time consuming and expensive it has not been systematically implemented globally. Up to now only some parts of the pesticide life-cycle are taken into account by governments. The fact that many pesticides are not stored according to regulations or are not applied according to good agricultural practice, or the fact that there is a lot of illegal trade does not automatically lead to governmental or other action to protect people and the environment. Sometimes parts of the life-cycle of pesticides are even like a ‘black box’, such as the illegal trade in pesticides. This needs to be changed.
